The best top-water plug action of the year for sea trout and reds is underway in the ICW from the JTB Bridge to Nassau Sound during incoming tides. He recommends Rapala "Skitter Walks" and MirrOlure "Top Dogs." Lipped diving plugs like the Bomber "Swim'N Image" are tallying redfish near spartina grass edges during flood tides. Small sheepshead are being caught near ICW channel markers.
